This is Emperor Scorpio, maker of the Planet-Wide City Mod for Stellaris. I have decided to try and port Victoria 2 to HOI4, while using the new features of HOI4 to make Victoria 2 even better. I always loved that game and I wish to put some life back into it. This is still early alpha and is nowhere near complete.
